Please verify the following settings on your child's iPhone:-
1. Settings -> [username] -> iCloud -> iCloud Drive is ON
2. Settings -> [username] -> iCloud -> Photos is ON
3. Settings -> [username] -> iCloud -> iCloud Backup is ON
4. Settings -> [username] -> iCloud -> Find My iPhone is ON
5. Settings -> [username] -> iCloud -> Messages is OFF
Once done, please create a new iCloud backup, by going to iCloud Backup -> Back Up Now
It may also be possible, Family Orbit authorization to access iCloud may have been revoked. You will receive an email alert if such is the case. You can update the password using the steps from here.
